Polling from the Royal Society for Public Health found that a majority of both non-gamblers (66%) and gamblers (56%) supported a ban on gambling advertising in or near sports grounds. In terms of public attitude, we know that attitudes to gambling sponsors in sports are mixed, although they are overall more unpopular with non-gamblers than those who do gamble. Teams with gambling shirt sponsors featured not only more ‘incidental’ gambling references (such as images of the team with logos on kit visible) but also a greater number of gambling adverts in their programmes. The Committees of Advertising Practice have already acted on these findings to strengthen the advertising codes to protect children by banning Premier League players, amongst others, from appearing in gambling adverts (see Box 6).

Players in the UK pay no gambling tax on winnings, one of the few places in the world where that is still true. UK gambling laws include strict measures to protect players and encourage responsible gambling. Separate licences cover software suppliers and the key individuals who run the business.
Bacta estimates that the removal of each Category C and D machine could save on average up to £21 per week, or £1,092 per annum, depending on trading hours. Industry responses argue that the current 80/20 ratio creates a disincentive to modernise older analogue Category C cabinets as they lack customer demand, yet operators are required to maintain them to meet the ratio. We have received estimates from the bingo club sector which show that the average weekly GGY produced per tablet machine is c.£3.80. In the bingo sector, for the equivalent machine we received estimated weekly GGY per machine to be c.£500. We did not receive GGY estimates for the arcade sector, however, industry responses indicated that they anticipated greater GGY returns under Option 3 than under Option 1.

Our reviews and rankings remain 100% unbiased and based on real player experience. Each casino review also includes a bonus calculator so you can see exactly what you need to wager before you can withdraw — no more guessing at the small print. We encourage all those with views or evidence on the options above to make submissions via the survey link below by that point. The purpose of this consultation is to ensure that the government is able to consider a range of views and evidence on this range of proposals before finalising the details of each policy. The Gambling Act review white paper published in April 2023 set out the government’s plans for modernising the regulation of gambling in Great Britain. However, we also received evidence form a small number of additional respondents.
Gambling is legal in the UK, both online and in person, provided the operator holds the right licence. If we grant you a licence to run a gambling business, you will be able to download a copy of your licence from eServices. The following guidance is specific to casino games, and casinos not on gamestop is relevant to those who hold a casino licence. You will need to apply for an operating licence, before you apply for any premises licences. You can read more about the legal definition of casinos in Part 1 section 7 of the Gambling Act 2005 (opens in new tab). Further information on the new entitlements, provisions in place, and the required premise licence variations is available in the guidance on the legislative changes.
However, this change would challenge a principle at the core of the Gambling Act, that gambling should be permitted where it is consistent with the licensing objectives and the rules set by the regulators to prevent harm. The policy statement is an opportunity for a licensing authority to identify and address gambling-related harms in its area and publish specific objectives for a locality. Our discussions with industry have included the possible mitigations that could be offered alongside side bets to reduce the risk of harm. However, we agree with the Gambling Commission’s advice that introducing a provision to allow clubs to offer bingo via social media in reliance on a land-based licence would risk subverting the intention behind such a licence and blurring the lines between remote and land-based bingo.
In contrast, most other respondents (particularly across the health, charity and academic sectors) argued that gambling advertising was in need of significant reform, with several stakeholders in this group advocating for a return to the pre-2005 regime where most advertising was banned. Industry stakeholders (as well as representatives of sectors which benefit from operators’ ability to advertise, such as advertisers, broadcasters and sports governing bodies) broadly took the view that the current regulatory regime is fit for purpose. The questions on advertising and sponsorship in the call for evidence attracted a high number of responses, with strongly polarised views.
We would also like machines that use the BGC’s Anonymous Player Awareness System (APAS) to implement these limits and for APAS not to act as a substitute for these thresholds. Furthermore, the average stake size on B1 machines is similar to the stake size on B3 machines and therefore we do not think that the mandatory limits should be different between the different categories. In line with their responses to other questions, the pub sector did not want these limits to apply to Category D crane grab machines.
The regulatory question is whether gambling facilities are used by Great Britain consumers, not whether the operator is licensed elsewhere. B2B suppliers exposed to UK-facing offshore clients should map this risk directly into commercial terms. The UKGC’s October 2025 report (updated March 2026) describes a concrete toolkit for disrupting illegal operators serving Great Britain. In the Sorare.com prosecution, the UKGC charged Sorare.com with providing unlicensed gambling facilities to consumers in Britain, with a listed hearing at Birmingham Magistrates’ Court. For operators weighing UK market entry, the regulatory reality is not a compliance box-tick but a continuous programme with real financial exposure. The UKGC publishes major financial penalties on a near-quarterly basis, and a smaller body of court decisions sets the boundaries of what those penalties can look like and how operators can respond.

Given likely diminishing marginal returns when a casino already has at least 20 machines, we estimate that the extra machines could increase GGY by £25 million to £65 million (14% to 36% of casino Category B machine GGY). However, gambling space in the average casino is 784m2 (3.1 times larger than the 10 smallest casinos). We used the Gambling Commission data request to operators in April 2021 (validated against previous 2018 data from a report commissioned by GambleAware) to determine current staking patterns. Our approach to modelling the GGY reduction from an online stake limit (section 1.3), including data used and key assumptions, is set out below. We are confident overall that the majority of customers, especially the majority who spend at lower levels, are unlikely to be negatively impacted by the changes we propose to help prevent gambling-related harm.
- Under section 6.1.1 of the Commission’s LCCP, operators must put into effect appropriate policies and procedures for accepting and handling these complaints.
- We’ll discuss how they help to protect online gamblers in the UK.
- There is significant detail underneath this population problem gambling rate which the PHE review considered.
- Consider what personal data should be processed to achieve these outcomes2.
- These entities are not liable for bets placed, but do often take commission.
Nonetheless, we and the Commission continue to monitor this closely, and as the Commission has set out, it will take further action if there is evidence to suggest the new rules have not delivered the objectives. Its additional work to ensure that where bonuses are offered, they are constructed and applied in a socially responsible manner which does not encourage excessive or intense gambling, is detailed below. The Gambling Commission will explore the evidence base on the potential impacts of a range of targeting mechanisms further through consultation, and take action if required. In recent years, a number of jurisdictions across Europe have introduced greater controls on how operators are permitted to offer bonuses. We recognise this is limited evidence, and it is important that we continue to build the evidence base around bonuses.
The modern era of casino regulation in the UK commenced with the enactment of the Gaming Act of 1968, a pivotal moment in the country’s gambling history. Analyzing play live casino no deposit bonus codes provides a glimpse into how the industry adapts to changing regulatory landscapes while maintaining its appeal to players. In this article, we’ll explore the evolution of casino regulations in the UK, tracing the key milestones and developments that have shaped the industry over time. The regulation of casinos in the United Kingdom has a long and storied history, shaped by societal attitudes, technological advancements, and economic considerations. The articles published on SuperCasinoSites are intended to be used solely as informational resources, including our reviews, guides, and casino recommendations. “The ban, which applies to all online and offline gambling products except non-remote lotteries, will provide a significant layer of additional protection for vulnerable people.“
Acknowledging the limitations outlined concerning the consequences of non-compliance or poor performance, we propose that industry fund, conduct, and crucially, report on the outcomes of voluntary test purchasing to DCMS. While the majority of responses stated that this measure would be beneficial, a number of licensing authorities caveated their responses by stating that voluntary commitments are limited due to the lack of consequences conditioned upon poor performance. The benefits of this measure include the ability to assess the adherence of any given premises to these rules and identify points of failure, such as inadequate staff training. This means that many FEC operators do not currently have age-controlled areas and would have to invest in creating such an area for what is a low stake product. This view was most strongly argued by licensing authorities. We did not receive any evidence through consultation to suggest that we should not proceed with the measure as outlined in the government’s white paper.

These include a new senior appointment, changes to reporting requirements, updates linked to new consumer protection laws, and tax changes affecting bingo operators. The UK Gambling Commission (UKGC) has released a series of announcements and regulatory updates that will shape the gambling sector over the coming months. From leadership changes to new compliance rules, the UK Gambling Commission has announced several updates that will affect operators and, indirectly, players in 2026. We have a duty to ensure that adequate controls are in place to prevent gambling businesses being used for money laundering and terrorist financing purposes. Betting is permitted in 2005 Act casinos, which represent seven of the 122 casino premises open across Britain’s casino estate. As the Gambling Commission’s advice underlines, as a minimum, operators must be able to implement age verification and customer interaction, and maintain self-exclusion effectively regardless of the number of machines they are permitted to offer. This data was collected by the Gambling Commission from over 80% of the land-based casino sector. Notably, these rates are below the at-risk and problem gambling rates for casino table games (31.5% and 6.4% respectively). • Each separate area comprising the non-gambling area, other than the lobby areas and toilet facilities, must contain recreational facilities that are available for use by customers on the premises.
PHE’s evidence review highlights higher levels of problem gambling amongst young adults when compared to older ages. Children and young people aside, concerns have been raised about people who are old enough to take part legally in the full range of commercial gambling activities but may still be particularly susceptible to harm for a variety of reasons. According to the 2022 data, the problem gambling rate of 11 to 16-year-olds (using the DSM-IV-MR-J screen which is specially adapted for children) was 0.9%, equal to about 35,000 children aged 11 to 16 in mainstream secondary schools. Once this new methodology is formally in place, it will provide more insight into harms experienced by young adults who are gambling legally, but who may additionally be vulnerable to gambling harm due to their age (see section 3.5. In particular, the 2022 Young People and Gambling Survey of 11 to 16-year-olds set out a range of questions on harms experienced as a result of gambling (both the participants’ own gambling and someone else’s gambling).
For example, so-called “Novelty Bets” are permitted on non-sporting events and, as mentioned above, betting on lotteries (apart from the British National Lottery) is also permitted. These sanctions can run into millions of pounds and several high-profile operators have fallen foul of the British regulator and suffered this outcome. The Gambling Commission also has powers to launch criminal investigations and bring criminal proceedings against companies and individuals (and, as at the time of writing, there is a live prosecution brought by the Commission against a company for providing unlicensed gambling facilities to consumers in Britain, illustrating the Gambling Commission’s willingness to exercise such power). There are a variety of ways that the Gambling Commission can deal with non-compliance by licensees, ranging from enhanced compliance procedures and regulatory settlements to licence reviews and formal enforcement action. Personal licences tend to have a five-year duration and must, however, be renewed. The application fees are assessed pursuant to a somewhat complex online calculation engine on the regulator’s website.
The increase in Category B machines will enable bingo halls to better meet customer demand and will likely result in greater GGY. This would result in an overall decrease of over 900 cabinet machines across these venues, predominantly consisting of legacy Category C cabinets. Also, Category C and D gaming machine device types made available for use must be of similar size and scale to Category B. For example, some options may place further emphasis on achieving commercial flexibility than achieving customer choice of higher and lower staking machines, and vice versa. Gambling Commission data, from April to September 2019, indicates that across all land-based sectors, 1.8% of Category B sessions result in a loss of £200 or more.
The government proposes that the current deposit and committed payment limits should apply to direct cashless payments on gaming machines. This was a reflection of their overall position that cashless gaming should not be permitted on gaming machines. While this situation appears extremely unlikely, we do not see any reason for it not applying to this type of machine as they still carry risks, even if smaller than other forms of gambling on different machines. The government proposes that a maximum transaction limit of £100 should apply to all direct cashless payments made on gaming machines. The vast majority of responses to the consultation agreed that card account verification should be required if direct debit card payments are permitted on gaming machines. The consultation asked the following questions on allowing direct debit card payments on gaming machines.
